New one on me. "No car washing"? Harsh. Glad I don't have organized neighbors.
I find these interesting too. I hear they make a pretty big difference in keeping up the neighborhood, by imposing norms that go beyond what police could or would otherwise enforce. But they also seem like they could easily become overbearing and antidemocratic, which is the worry I have about similar institutions like homeowners' associations and condo boards.
